2002 Subaru Legacy with code P1516 SUBARU - how can it be repaired?

I have a 2002 Subaru Legacy Brighton model and its losses power when accelerating from a complete stop. the power light also comes on and goes off. what is the problem?

Idle air control valve might be bad, you can check the wiring connection first to see if its clipped in.
