U1040 Data circuit malfunction

Yes it can , U1040 can also cause stalling by affecting the PCM, U1040 is a serial communication which looses power during current ignition cycle,The module that can communicate will set a DTC (diagnostic trouble code) which indicates that module cannot communicate.Check the charging system and battery connection,plus the connection going to the IP (fuse/relay) box connection.
