P2271 - Honda Accord 2007 SE Can catalytic converter can be faulty?

My car is showing this code P2271 o2 sensor stuck rich. A mechanic told me that it can be your sensors but after diagnosing it he is saying your catalytic converter is faulty
Can anyone help me ?

P2271 Secondary 02 sensor circuit signal stuck rich

What happens is current is applied to the secondary 02 sensor (at the catalytic) if the 02 does not flucuate that out put depending on the specified area it is at  sets the DTC (diagnostic trouble code) Either way if you replaced the catalytic convertor the 02 sensor at the convertor will also get replaced, But what you can do is replace the H20S first, All this 02 sensor does is monitor the 02 sensor and yes the sensor does degrade, When it degrades it produces a low voltage . So replace the secondary H02S secondary sensor first, Just a reminder any time the Check engine light comes on The LAF (lean air/fuel ) sensor heater control is disabled.
