How do i test this, can i use a Volt Ohm Meter to veryify and what should i see when testing.

The best method for testing the vent control valve is to remove the valve, then first, look at the inside and see if it's rusted up. If not, put a power and ground wire on the pins. You should hear it clicking. If you don't, replace it.
