P0204 - set ohm meater to 2k found all injectors reading at 12 does this mean thare are failed

2001 dodge 2500 360 engine had injectors clean at local shop was not imprest with the after cleaning  only went from 46 to 56 58  reinstalled  code came back po204 #4 change out pcm still same proplem
