P2167 - 2004 Volkswagen bug

Can anyone tell me what p2167 code means on my 2004 Volkswagen bug? I am interested in what and how to fix. Thanks.

P2167 Accelerator pedal position (APP) sensor E maximum stop performance,Throttle position ( TP) sensor maxiamum stop performance.   You will need scan tool that can read VAG data, You will need to measure PID 17 "throttle value position (absolute) at idle stop The specified value is 3.0 to 25 %.Then you measure the wide open throttle,The throttle valve (absolute) stop.and the value needs to be 84.0 to 97.0 %. If neither is at specified value You replace the throttle valve control module.
