So if my car has this code woud it cost me to have the car fixed does the service bulletin mean there is a recall? and ford does the work for free

The cost depends on what the problem is. The problem could be just a loose or missing gas cap or you may have a damage EVAP canister. The service bulletin mean the the problem is common and that Ford have issue information for the techs to properly identified and fix the problem. If your vehicle is out of warranty the dealer will not perform the repair for free.
