i replaced my dc to dc converter do i need to program it into my pcm or is it plug and play
i also replaced my inverter aux water pump does it also need to be programed back into the pcm
it is not coming on,this is on a 2009 ford escape

As far as I know no reprogram is needed. There is nothing in the factory service manual about reprogram either.
