Hello I read this whole article and it seems like most things have checked out for me, yet I still have this code coming up. I have a V6 3.0 Toyota Camry 1997, I've replaced the EGR valve, EGR Sensor, Engine air filter and I've replaced 1 of the 2 VSV valves. Is there anything else I may be missing ? Or over looking?

The code means that there insufficient EGR gases going through the EGR valve. Either the EGR valve is not opening or the passage (from the EGR valve to the intake) is clogged.
Apply vacuum to the EGR valve and verified that the EGR valve opens and that the engine dies (or runs rough) when the EGR valve is open. If the engines does not die or runs rough, then you have a clogged EGR passage from the valve to the intake, otherwise the problem is that the EGR is not getting enough vacuum to open.

Ok so I haven't yet vacuum tested the valve, but i cleaned all the lines, eveb the air intake everything I still got the code after driving for about 5 miles... I haven't tried the vacuum since the EGR is brand new, but I can try that next. Anything that else that i could try?

Other that no vacuum to the valve, I can't off anything else. If you had an electrical problem for one of the Solenoid Valve (EGR VDV or EGR VSV) then you had other codes. My guess is that there is no vacuum. Disconnect the vacuum line to the EGR VCV and check test with your fingers if the vacuum changes when you rev up the engine.
