I have a ford focus zx4 se 2liter I changed the gas tank and now have a turn over no start I have fuel pressure right up to the rail but a code that wont clear not sure of the code it flashed serval times and wont clear when disconnect battery waiting on obd scanner in transit lol

so I have changed the fuel filter and put a obd on the car cleared all codes but the engine light still stays on and the obd say no codes lol I have full pressure at the rail but the return to the shedder valve there none so the fuel is not getting past the injectors ? the fuel is not making the loop ..
