i have a 2004 dodge stratus and I am having this code (P0720) and also P0700, P0731 when I had the check engine codes tested. The car's speedometer jumps up while stopped and running idle, the transmission shifts late and the battery doesn't charge. I was told that when the engine reaches a certain RPM, that it stops charging. can someone help me?

Just thought I'd throw this out.. I have a 2001 Ram 1500 5.2V8 with shifting issues. I have the P0720 code set as well as P0123, P0133, P0505 and P1281. My only complaint is shifting issues. The truck drives exceptionally well when cold but when it warms up the shifting becomes an issue. I have noted 3 shifting failure modes: won't shift into first at a stop (dies oddly if not shifted out of drive), won't shift out of first after a stop (only fix is turn the truck off, stab the throttle several times and restart the truck), and third is an odd variation on normal shifting that requires me to achieve a higher than normal road speed in order to shift into the next gear. Other than that, I don't have any complaints as the truck is very reliable. Any ideas?

The P0123, P0133, P0505 and P1281 code are engine related code and neither one should cause the symptoms you got.
You should start by checking the transmission fluid level and condition, dirty or low fluid could trigger the P0720 code. If possible change the fluid and filter. If the problem persist, then you may need to replace the Output Shaft Speed Sensor. -
the story gets much more convoluted... the fix action for the above stated problems was to replace the speed sensor in the transmission, replace the coolant sensor on the engine (not the one that drives the gauge, the other one) and to replace the Throttle Position Sensor. The combination of all three made my transmission shifting problems vanish. The filter and fluid had already been replaced by the time I posted my original question. ...and now the convoluted part, after erasing the shifting problems, a few hundred miles later I experienced a "pop" sound and immediately my ability to accelerate was compromised. I gained a squealing sound when sitting in drive at a stop light and while accelerating. Once up to speed, the effects were muted... except that my truck began sliding into overdrive instead of shifting smartly. Time to sell it.
