My brother in law has been fighting this P0046. he took to a dealer that said his battery (8 mos old) was bad and corrosion on a $400 cable assy. (We cleaned the terminals, it comes back again) It comes back intermittently and goes into fail safe, won't accelerate over 30-40mph(a hazard on the freeway!) Dealer doesnt seem to know how to fix it.

P0046 on the 2018 Silverado points to the turbo vane position control system, and the fact that it is intermittent and puts the truck into fail-safe makes me think more about the actuator, its wiring, or the connector than the battery itself.
A weak battery or corroded cable can cause strange electrical faults, but if cleaning the terminals doesn’t change the problem and P0046 keeps returning, I would want the dealer to watch commanded versus actual turbo vane position on a scan tool while the fault occurs. If the actuator is being commanded to move but the position doesn’t follow, the actuator or turbo vane mechanism is sticking. If the signal drops out intermittently, then inspect the actuator harness and connector closely for heat damage, rubbed wires, or poor terminal tension.
Since the truck is dropping into reduced power on the highway, I would not keep treating this as just a battery issue. The turbo vane actuator circuit needs to be properly diagnosed under the conditions when the fault happens.
