Started with P1633 KAM issue fixed that. Within the last 300 miles I replaced the plugs and wires crossed wires 1 & 2. Misfired and fixed once I figured it out. Change oil & filter, fuel filter, PVC valve, and air filter. DTC P0171 & P0174 cleaned airflow with correct cleaner. disconnect battery over 15 minutes, drove for over thirty minutes no lihts no issues. Went for emissions test failed both codes came up. Any suggestions

should I replace the plugs in 1 & 2 due the crossed wires and misfiring?

Inspector said all monitors have completed, except Catalyst Monitor, and Evaporative System Monitor.

The P0174 is a very common code for the 2001 Ford Windstar, the Intake Plenum Gasket and seals needs to be replaced.

You can spray some brake cleaner near the intake manifold and see if the RPM changes if it the intake plenum gasket and seals needs to be replaced
