If the turbo is under boost can it damage the engine. When I first drove it it shifted smoothly. Now it shift a little hard when shifting. Could this be causing that issue as well.

Vehicle: 2012 Chevrolet Cruze 1.4L

Yes it can do damage to the engine , and the engine mounts, also if you have a manual transmission it cause the clutch to wear out faster. When the Engine underboost happens it either the sensor for the boost, or the aircharge tube leaking or out of place and not secured.
