When I removed the vapor purge valve (under hood) it had carbon particles in it. Is this normal?

Vehicle: 2006 Chevy HHR 2.4l

No this is not, the EVAP cansiter blew internally, you would need to replace the EVAP cansiter disconnect the line and use shop air to rid it of the canister pellets in the purge and vent lines. This will cause  other component with the EVAP to fail, and this is a popular situation with the HHR cansiter with  this condition make it a hobby
